At the "10-million-ton Oil Refining and 1-million Ethylene Project 2009 Summary and Commendation and 2010 Kick-off Mobilization Meeting" held by Fushun Petrochemical on March 15, 2010, General Manager Li Ruoping of Fushun Petrochemical Corporation signed the order of commendation, and Wison's Fushun Petrochemical Project Department stood out from all participating contractors of the large ethylene project and won the honorable title of "General Contracting Model Unit".
As a flagship plant in the large ethylene project of Fushun Petrochemical, the 800,000 tpa ethylene plant features large investment, heavy workload, complicated technologies, strict construction requirements, and short construction period. Wison deeply understood the owner's requirements to build the ethylene plant into high-standard and high-level national excellent project, and therefore realized strict and standardized process management in strict compliance with the project construction overall arrangement approved by PetroChina Headquarters and the planned controlling points made by Fushun Petrochemical and by giving top priority to HSE and quality management. In 2009, the ethylene plant constructed by Wison realized 1.91 million safe man-hours, and was free from the incidents of casualties and time loss, with the project HSE management remaining controlled.
The Project Department conducted supervisions by adopting such modes as in-factory supervision, intermediate inspection, ex-factory inspection, and third-party supervision, etc., practiced NCR in the construction process, and carried out the ITP in construction management and other fields. Moreover, the Project Department has taken 3,225 photos in total during the field welding operation, with one-off welding qualification rate hitting 99.35%, and foundations of such large-sized equipment as cracking furnace and propylene tower, etc. being rated as prototype projects. The overall quality of the project is controlled.
Meanwhile, upholding the convictions of "one team, one goal, and shared mission", the Project Department has closely cooperated with the designer, construction contractor, and various suppliers, and strictly managed design coordination, field construction management, and long-cycle equipment and materials procurement, as well as vigorously pushed forward the progress of the ethylene plant, and thereby better completing all tasks of project construction in 2009, and also accomplishing the controlling point of "4-month hard work and achievement competition event" organized by Fushun Petrochemical in 2009.
In addition, with organization and direction by the owner, Wison's Fushun Project Department respected and obeyed the management of the supervisor, and took an initiative to serve our partners, and thereby winning great support and help from partners and laying a good foundation for success of projects in 2009.
Holding on to the conviction of "customer foremost and continuing to satisfy and exceed customers' expectations", and taking the owner's needs as the direction and delivery of satisfactory project as the standard, Wison's Fushun Project Department turned out a satisfactory result with concrete actions in 2009, and the honor of "General Contracting Model Unit" also encouraged Wison to make persistent efforts and to succeed in achieving high-standard delivery in 2010.
